lection season is in full swing inclusive of the presidential election. Unlike elections of the past, this election cycle is happening during an unprecedented pandemic which has altered political campaigning and general voting practices.
The Association is advocating for the multifamily rental housing industry including strongly opposing state and local rent control ballot measures such as Proposition 21 and Burbank’s Measure RC, supporting Culver City’s Measure B which would in effect repeal the City Council’s recent adoption of permanent rent control and place the matter in the hands of voters.
The Association has also endorsed the following candidates in local races:
• Burbank City Council: Councilmember Timothy Murphy and Paul Richard Herman
• Culver City Council: Mayor Goran Eriksson and Albert Vera
• Santa Monica City Council: Phil Brock
• West Hollywood City Council: Councilmember John Duran and Larry Block
• Pasadena Mayor: Mayor Terry Tornek (Mayoral Runoff)

These candidates participated in our intensive screening process which included a comprehensive interview conducted by members of the Association’s Board of Directors, Political Action Committee (PAC) Board of Directors and members.
Summarized below are some recent local matters of concern to members and property owners:
CITY OF LOS ANGELES HOUSING COMMITTEE DELAYS CONSIDERATION OF AN 88% SYSTEMATIC CODE ENFORCEMENT PROGRAM (SCEP) FEE INCREASE
On September 23rd, the Los Angeles Housing Committee voted to delay a proposed Systematic Code Enforcement Program (SCEP) Fee increase from the current $43.32 per year per unit to $81.25 per year per unit. An increase of this magnitude would be extremely problematic during the best of times, let alone during a historic pandemic. Committee Chairperson, Councilmember Cedillo, unequivocally indicated that this is the worst time, and was unwilling to move forward on any fee increases at this time. Councilmember Harris-Dawson concurred.
Prior to the meeting, we submitted a letter to the Housing Committee expressing strong opposition to the astronomical proposed SCEP fee increase, urging the Committee to direct Los Angeles Housing and
